If you have your CAS already, you can apply for your visa if you are sure your proof of funds will be ready before your visa appointment date.

Yes, you can. It then means that you will pick a later date (any date after the date you are sure your POF will be ready).

Not all students are interviewed. Students with previous visa refusals are likely going to be interviewed. It’s a routine for some schools to interview their students before issuing CAS. The interview is a means of ascertaining that you can scale through if the UKVI questions you.
